Does Udyam registration replace RERA?

Udyam registration does not replace RERA. Udyam classifies a business as a micro, small, or medium enterprise. RERA registers a real-estate project, or a real-estate agent, with the state authority. The certificates answer different statutes.

Why are they separate?

One is an enterprise classification. The other is a permission to market a project or to act as an agent. A manufacturer with Udyam has not registered a housing project. A promoter with a RERA number has not, by that number, become a micro enterprise. The two applications are filed on different portals.

Who files Udyam?

An enterprise files on the Udyam portal with the Aadhaar of the proprietor or the authorised signatory, and the PAN. There is no fee. From 1 April 2025 the ceilings are: micro, investment up to ₹2.5 crore and turnover up to ₹10 crore; small, up to ₹25 crore and ₹100 crore; medium, up to ₹125 crore and ₹500 crore. Both the investment and the turnover ceilings apply. A GSTIN is entered where the enterprise already has one. The certificate is not a tax exemption, and it is not a loan. A buyer of goods or services from a micro or small enterprise pays within the agreed period, which cannot exceed 45 days. The filing itself is on the Udyam page.

Who files RERA?

A promoter registers a project before advertising or selling it. The central Act leaves out land that does not exceed 500 square metres, and a project of not more than eight apartments, inclusive of all phases. A state can set a lower limit. A real-estate agent who facilitates the sale or purchase of a plot or an apartment in a registered project also registers. The application is on that state’s portal. Seventy percent of the amounts realised from the allottees, for land and construction, is deposited in a separate account and used only for that purpose. The registration number is shown in the advertisement. The state rules set the agent’s period of registration and the fee. This page does not quote the fee. When does one business need both?

A developer that is also an enterprise under the ceilings can hold Udyam, and must still register each project that the Real Estate Act covers. The Udyam certificate is not the project registration. The project registration is not the enterprise classification. False particulars can lead to cancellation of the Udyam certificate. A project marketed without the registration the Act requires is a separate default, dealt with by the state authority.

Does Udyam cut the tax rate?

No. The certificate classifies the enterprise. It does not change the income-tax rate or the GST rate.

Is a project under 500 square metres always outside RERA?

Under the central Act, land that does not exceed 500 square metres is outside section 3, and so is a project of not more than eight apartments, inclusive of all phases. A state can set a lower limit and bring a smaller project in.

Is an agent certificate valid for five years everywhere?

No. The state rules set the period. This page does not treat five years as a national rule.

Is GST registration a condition of Udyam?

No. The form asks for a GSTIN where the enterprise already has one. Udyam does not make GST compulsory. GST follows its own threshold.
