Is the 2020 MSME emergency credit line still open?

By CS Deepa Sharma Updated

No. The emergency credit line in the June 2020 MSME announcement could be taken until 31 October 2020, or until ₹3 lakh crore had been sanctioned under it, whichever was earlier. That date has passed. Registering on Udyam now does not reopen the line.

What did the emergency line offer?

The announcement described a collateral-free emergency line of up to 20 percent of the borrower’s outstanding credit as on 29 February 2020, for a borrower whose outstanding credit was up to ₹25 crore and whose turnover was up to ₹100 crore. The note gave the line a four-year tenor and a 12-month moratorium on principal, and it said the guarantee to the lender would cover principal and interest. It also said no fresh collateral and no guarantee fee would be charged. Those terms belonged to that window. They are not an offer a business can accept in 2026 by citing this page.

What else did that announcement describe?

The same note described a subordinate-debt facility for promoters of stressed units, capped in that note at 15 percent of the promoter’s contribution or ₹75 lakh, and a fund of funds aimed at equity for growing enterprises. It also described guarantee cover, in that note, of up to 85 percent for a facility up to ₹5 lakh and up to 75 percent beyond that. Those were announcements of 2020. This page does not treat them as an open application, and it does not set a current interest rate or a current guarantee percentage.

What is still a current MSME fact?

Classification from 1 April 2025 uses investment and turnover together. A micro enterprise stays within ₹2.5 crore and ₹10 crore, a small enterprise within ₹25 crore and ₹100 crore, and a medium enterprise within ₹125 crore and ₹500 crore. The certificate is voluntary and carries no fee. Those rules are on the classification page and the Udyam page. A pandemic credit line is not one of them.

Frequently asked questions

Four questions cover taking the line now, a new certificate, a guarantee, and the current classes.

Can the line be taken now?

No. The announcement closed the emergency line on 31 October 2020, or earlier if ₹3 lakh crore had already been sanctioned. A later extension, if any bank still cites one, is that bank’s scheme. It is not this 2020 window.

Does a new Udyam certificate reopen the 2020 line?

No. The certificate classifies the enterprise. It does not revive a credit line whose application window has passed.

Was every MSME guaranteed a loan?

No. The announcement described an emergency line for borrowers who already had outstanding credit within the limits it set, with a guarantee to the lender. It was not a grant, and it was not available to every enterprise.

Which classification applies now?

From 1 April 2025 the classes use both investment and turnover: micro up to ₹2.5 crore and ₹10 crore, small up to ₹25 crore and ₹100 crore, and medium up to ₹125 crore and ₹500 crore.
